The fire extinguishers put into operation have to be exposed to maintenance. Maintenance includes:

1) periodic checks;

2) surveys;

3) repair;

4) tests;

5) recharge.

96. Periodic inspections have to be carried out for control of a condition of the fire extinguisher, control of an installation site of the fire extinguisher and reliability of its fastening, a possibility of free approach to it, existence, an arrangement and readability of the instruction for work with the fire extinguisher.

97. Maintenance of fire extinguishers is carried out according to the maintenance instruction and with use of necessary tools and materials by the person designated by the order on the enterprise or the organization which underwent in accordance with the established procedure examination of normative and (or) technical documentation on the device and operation of fire extinguishers and parameters of fire extinguishing substances capable independently to conduct necessary amount of works on service of fire extinguishers.

98. The fire extinguishers brought to time of repair, test or recharge from operation have to be replaced with reserve fire extinguishers with similar parameters.

99. Before introduction of the fire extinguisher to operation it has to be subjected to initial check in the course of which external survey has to be made, the complete set of the fire extinguisher and a condition of the place of its installation (a visibility of the fire extinguisher or the index of the place of its installation, a possibility of free approach to it), and also readability and clarity of the instruction for work with the fire extinguisher is checked.

During external survey the attention has to be paid on:

1) existence of dents, chips, deep scratches on the case, knots of management, nuts and a head of the fire extinguisher;

2) condition of protective and paint and varnish coverings;

3) existence of the accurate and clear instruction;

4) existence of the sealed-up safety device;

5) serviceability of the manometer or indicator of pressure (if it is provided by a fire extinguisher design), existence of a necessary brand and size of pressure in the fire extinguisher of zakachny type or in a gas cylinder;

6) the mass of the fire extinguisher, and also mass of fire extinguishing substance in the fire extinguisher. The mass of fire extinguishing substance has to be defined by a settlement way;

7) a condition of a flexible hose (at its existence) and a spray of fire extinguishing substance (existence of the mechanical damages, traces of corrosion, foundry failure or other objects interfering a free exit of fire extinguishing substance from the fire extinguisher);

8) a condition of a running gear and reliability of fastening of the case of the fire extinguisher on the cart (for the mobile fire extinguisher), on a wall or in a fire case (for a portable fire extinguisher).

By results of check in the passport of the fire extinguisher do necessary marks. Assign to the fire extinguisher and apply serial number on a label. Results of check fix in a log-book of fire extinguishers.

The samples of documents filled by results of maintenance of fire extinguishers are given in the appendix 6 to the present Technical regulations.

100. Annual check of the fire extinguisher has to include external survey of the fire extinguisher, survey of the place of its installation and approaches to it.

In the course of annual check control the size of leak of the forcing-out gas from a gas cylinder or fire extinguishing substance from the gas fire extinguisher. Make opening of fire extinguishers (full or selective), an assessment of a condition of filters, check of parameters of fire extinguishing substance.

In case the fire extinguisher does not conform to requirements of the state, interstate, international standards allowed for application in the territory of the Republic of Kazakhstan, and the normative documents in the field of fire safety approved in accordance with the established procedure make its recharge.

101. At the increased fire danger of object (the room of category A and B on fire and explosion and fire danger) or at impact on fire extinguishers of such adverse factors as close to extreme value positive (from above plus 50 °C) or negative (is lower minus 40 °C) the ambient temperature, humidity of air more than 90%, the corrosion and active environment, impact of vibration, check of fire extinguishers and control of fire extinguishing substance have to be carried out at least once in 6 months.

102. Charging and a recharge of fire extinguishers of all types has to be made according to maintenance instructions.

103. Fire extinguishers have to be recharged right after application or if the size of leak of gas fire extinguishing substance or the forcing-out gas in a year exceeds admissible value.

104. Leak of gas fire extinguishing substance or the forcing-out gas from a portable fire extinguisher and from a high-pressure tank for a year of their operation or storage should not exceed for:

1) zakachny fire extinguishers and high-pressure tanks with the forcing-out gas which are equipped with the manometer providing the necessary accuracy of measurement or the union for connection of the control manometer no more than 10% of size of the nominal working pressure specified in technical documentation and on a label of the fire extinguisher or a gas cylinder.

2) the zakachny fire extinguishers equipped with pressure indicator, leak of the forcing-out gas is allowed to be controlled the provision of an arrow of the indicator of pressure which has to be in green sector of a scale for:

carbon dioxide and hladonovy fire extinguishers no more than 5% of initial value of mass of fire extinguishing substance, but no more than 50 g;

the high-pressure tanks with the forcing-out gas which do not have the manometer, no more than 5% of initial value of mass of the forcing-out gas which is specified on a cylinder, but no more than 5 g.

105. Leak of gas fire extinguishing substance or the forcing-out gas from the mobile fire extinguisher should not exceed for:

1) carbon dioxide and hladonovy fire extinguishers of zakachny type, and also for gas cylinders no more than 5% of initial value of mass of fire extinguishing substance or the loaded gas;

2) zakachny fire extinguishers of other types and for the gas cylinders located outside of the case of the fire extinguisher, no more than 10% of charging pressure.

106. At least once in 5 years each fire extinguisher and a cylinder with the forcing-out gas have to be discharged, the case of the fire extinguisher is completely cleared of the remains of fire extinguishing substance, external and internal survey, and also hydraulic test for durability and pneumatic tests for tightness of the case of the fire extinguisher, a starting head, a hose and the locking device are made.

During survey the attention has to be paid on:

1) condition of an internal surface of the case of the fire extinguisher (existence of dents or swellings of metal, flaking of a sheeting);

2) existence of traces of corrosion;

3) condition of laying, cuffs or other types of consolidations;

4) condition of safety devices, filters, devices of measurement of pressure, reducers, gates, locking devices and their seats;

5) the mass of a gas spray, term of its next test or term of guarantee operation of the gas-generating element;

6) condition of a surface and knots of fastening of a hose;

7) state, warranty period of storage and value of key parameters of fire extinguishing substance;

8) a state and tightness of the container for surface-active substance or frother (for water and air and foamy fire extinguishers with separate storage of water and other components of a charge).

107. In case of detection of mechanical damages or traces of corrosion the case and knots of the fire extinguisher have to be put on trial on durability according to requirements of the state, interstate, international standards allowed for application in the territory of the Republic of Kazakhstan and the normative documents in the field of fire safety approved in accordance with the established procedure.

108. After a successful completion of test the fire extinguisher has to be dried, painted (if necessary) and charged with fire extinguishing substance.

109. If the warranty period of storage of a charge of fire extinguishing substance expired or it is revealed that the charge at least in one of parameters does not conform to requirements of standard and (or) technical documentation, then such charge of fire extinguishing substance is subject to replacement.

110. The fire extinguishers or separate knots which did not pass hydraulic test for durability are not subject to the subsequent repair, are taken out of service and discarded.

111. Results of the carried-out inspections and tests are fixed on a fire extinguisher label, in its passport and in a log-book of fire extinguishers.

112. The organizations or the enterprises which are carrying out maintenance of fire extinguishers (further — the organization), have to have the qualified personnel which passed special training in the address with the vessels working under pressure on the maintenance and safe work with fire extinguishers knowing standard and technical documentation on fire extinguishers, sources of the forcing-out gas and on the used types of fire extinguishing substances.

113. The organization for work for maintenance of fire extinguishers has to have the working room equipped with a supply and exhaust ventilation (according to the existing normative documents) and necessary warehouse.

114. The organization has to have the capacities necessary for collecting the remains of the fire extinguishing substances unloaded from fire extinguishers.

115. The organization which is carrying out works on a recharge of fire extinguishers has to have the necessary equipment for regeneration or utilization of fire extinguishing substances.

116. The organization has to have the necessary tool for performance of work on dismantling and repair of fire extinguishers and a safe source of lighting (with supply voltage no more than 36 V) for carrying out internal survey of fire extinguishers.

117. The organization has to have the safe certified equipment for check of key parameters of fire extinguishers, fire extinguishing substances and carrying out tests of fire extinguishers and their knots.

For safety the test equipment has to settle down in the certain room.

118. The organization has to have a chamber for drying and coloring of fire extinguishers, safe system of charging of fire extinguishers and cylinders the drained gas, the equipment for control of weight and tightness of gas cylinders and fire extinguishers.

119. The organization has to have a necessary set of labels or labels whom information on the performed works, date of their carrying out, brand of the fire extinguishing substance loaded in the fire extinguisher, the name of the organization and its legal address has to be specified.

Labels or labels have to conform to requirements of Technical regulations "Requirement to packing, marking, labeling and their correct drawing", and also the state, interstate, international standards allowed for application in the territory of the Republic of Kazakhstan and the normative documents in the field of fire safety approved in accordance with the established procedure.
