According to the Law of the Republic of Kazakhstan of 12.01.2007. "About national registers of identification numbers"
The individual entrepreneurs who do not have in the certificate of IP IIN (ZhSN) are obliged to address till 01.01.2012 to registering bodies for formation of identification number and renewal (re-registration) of earlier granted certificate on the state registration as the individual entrepreneur (IE).

Business activity of citizens (individual business)
Citizens have the right to be engaged in business activity without formation of legal entity. The state registration of individual entrepreneurs has attendance character and consists in registration as the individual entrepreneur.
Rules which regulate activity of the legal entities which are the commercial organizations respectively are applied to the business activity of citizens which is carried out without formation of legal entity
Individual entrepreneurs who answer one of the following conditions are subject to obligatory state registration:
1) use work of hired workers on a constant basis;
2) have from business activity the cumulative revenue estimated according to the tax law in a size exceeding the tax-free size of a cumulative revenue established for natural persons by acts of the Republic of Kazakhstan
If the individual entrepreneur carries out the activity which is subject to licensing he is obliged to have the license for the right of implementation of such activity.
